In 2020, Longyuan Power (the Company for short) overfulfilled the task “New Energy 5-Million-Kilowatt Action Plan” (2.28 million kilowatts in production, 3.09 million kilowatts for construction) assigned by the Group.
The Company actively pushes ahead with standardized management to project construction, for example, it has enacted the Standardization Manual for Safe and Civilized Construction of Wind Power Project to promote the Company’s standardization process in project construction. Besides that, the Company sorted out the project construction management system in all respects, as well as revised and improved 16 management systems. In the meantime, it kept on pressing ahead with ISO19001 Quality Management System, ISO24001 Environmental Management System, and ISO45001 Occupational Health Safety Management System accreditation and popularization work in project construction. So far, it has established the design standard for unattended booster station, laying a foundation for design of the new-type power plant operation and inspection mode.
Hebei Longyuan Chensuoliang Wind Power Project
In terms of construction, the Longyuan Power Corporate Committee of the CPC organized a thematic research on project construction schedule, and strictly fulfilled safety responsibilities of the management of all levels. The Engineering Department conducted inspection and assessment to on-site work by project heads at regular intervals, for the purpose of ensuring the project quality and progress. After local pandemic spread was under control, the Company’s subordinate Liaoning Company spent only 19 days to complete grid connection, supervision & inspection, and VIP client operation examination & acceptance in the Jiguanshan Project, which in turn became the first project in service for the year. In Guizhou Yaozhan Project, the Company recorded a new speed for engineering construction: kickoff of construction in June and production at the end of the year. In Hebei Shangyi Chensuoliang Project, the Company completed foundation construction of 100 wind turbines within 134 days. In Shaanxi Wuqi Project, the Company adopted different measures (including hoisting and installation of tower tube of one or two sections in advance, pavement of steel plate on the road, and night transfer) to shorten the hoisting and installation time. As a result, it successfully completed the task of stabilizing electricity price and ensuring production.

In terms of project safety management, the Company actively organizes safety publicity and training. At the project videoconference, it conducted safety training and publicity to all engineers. In addition, the Company created a safety management group, pushed wind turbine hoisting and installation warning cases at regular intervals, and discussed the accident causes and preventive control measures, enhancing every employee and construction participant’s safety consciousness from different aspects including ideology, mind, operations, and behaviors. That lives up to the goal of “Safety comes first”. Also, the Company sorted out and checked construction site vulnerabilities in terms of vehicle/equipment transportation, fire control management, and construction management, etc., strengthened the inspection to key construction links, kept on shoring up the safety management foundation, and implemented safety responsibilities level by level to ensure safety construction. The Company’s subordinate project companies inspected all on-site construction links in the form of remote check. Each day, the Engineering Department conducted remote check to construction site through video link on mobile APP. Statistics show that a total of 166 inspections to project entities and documents were conducted in 37 projects all the year round, which helped effectively curb occurrence of unsafe factors during the project construction period.

Moreover, the Company strictly implemented the all-around national requirements about eco-environmental protection, organized the trainings on water conservation and environmental protection in projects, and urged all projects under construction to sum up experience on environmental protection & management and learn from one another about excellent environmental protection practices. To ensure implementation of water & soil conservation of projects under construction along with construction of the main project, the Company organized self-inspection and self-correction to ecological problems in projects under construction, as well as conducted special inspection work. During the project construction period, there were no environmental influence events at subordinate departments and companies, and the Company completed the ecological optimization to 160 wind power projects in service that are distributed in 18 provinces. So far, the Company has planted 530,000 trees and 4.49 million shrubs, with ecological restoration area exceeding 841 hectares, implying the Company is pushing ahead with green and sustainable development of its new-energy undertaking in an orderly manner.
