On August 9, the notice issued by Shanxi provincial government approved Youyu's withdrawal from the impoverished county, marking a major milestone in the targeted poverty alleviation work of the state energy group.

It is reported that the poverty relief cap removal of Youyu had gone through county-level application, municipal first trial, provincial inspection, social publicity and national special assessment and inspection under the regulations posed by the Opinion on Poverty-stricken Exit Mechanism Establishment published by the State Council and the Implement Method of Shanxi Province Poverty Removal published by Shanxi's Office and Office of the People's Government of Shanxi Province. According to the Feedback Letter of Special Assessment and Inspection Result of Shanxi province 2017 Poor County Exit of the State Council Leading Group Office of Poverty Alleviation and Development, Youyu County had reached relevant standards of poor county index and thus met the exit standard.

Located in the northern-west of Shanxi Province which is the junction of Jinmeng, Youyu County was one of the 36 state designed poverty-stricken counties, as well as a poverty-alleviation County designated by the State Energy Group. 129 poor villages, 8035 poor families, and 16337 poor populations were identified in the county. The main cause of poverty is lack of labor force, injury, illness, disability, and lack of capital and technology.

In recent years, under the strong leadership of the State Energy Group, Longyuan Power has thoroughly studied General Secretary Xi Jinping's important strategic thought of poverty alleviation and development and the important directive spirit of poverty alleviation work. It has resolutely implemented the decision-making and deployment of the designated poverty alleviation work of the Central Committee and the State Council, adhered to the leadership of the Party, carried forward the spirit of Youyu, and paid close attention to the designated poverty alleviation work as a political task. In the implementation process, we adhered to the basic strategy of "precise poverty alleviation, green poverty alleviation", highlighting the precise orientation, focusing on reform and innovation, and continuously increasing the efforts of targeted poverty alleviation. We have invested more than 13 million yuan as poverty alleviation funds in Youyu County, and successively launched series of precise poverty alleviation measures such as green ecological poverty alleviation, e-commerce poverty alleviation, photovoltaic poverty alleviation, medical poverty alleviation, employment poverty alleviation, and party building poverty alleviation.

The company gives full play to its industry advantages and supports the photovoltaic power station construction of Youyu village-level poverty-alleviation free of charge. In the first half of this year, it only took 74 days to complete a 1.49 MW photovoltaic project. Over the next 20 years, it will help more than 400 poor families to increase their annual income with 3000 yuan. The company has set up a "Youyu County Green Ecological Protection and Poverty Alleviation Fund" to select poor forest keepers to protect the key green ecological protection areas.  More than 2.49 million yuan has been set aside to help nearly 200 impoverished families out of poverty; 1.427 million yuan was invested to help Youyu Qilipu village build "beautiful countryside" and various measures were taken in the meantime to promote ecological poverty alleviation; under the guidance of the group company, the "public welfare power" e-commerce poverty alleviation platform and the "power administrative logistics intelligent mining platform" were introduced to Youyu County to open online sales channels with the characteristic of agricultural and animal husbandry products, and focus on precise poverty alleviation with the help of the group company. At present, the group company has spent more than 6 million yuan to purchase agricultural and animal husbandry products with Youyu characteristics through the platform; carries out the "Youyu Poverty Alleviation and Health Line" medical free clinic activity, which has received well reputation; opens "Green Channel for Employment of Students from Poor Families", through which four poor college students have the opportunity to work in Longyuan Power through the examination. The implementation of precise poverty alleviation of Longyuan Power illustrated the rich connotation of the company as a central enterprise to fulfill its social responsibilities, and also made positive contributions to the successful realization of poverty alleviation and capping in Youyu County, which was highly praised by the county government.

In the next step, Youyu County will consolidate the poverty reduction in an all-round way, and on this basis vigorously implement the strategy of rural revitalization, striving to achieve the goal of an all-round well-off society by 2020.
